Description:
If the master and slave are idle, then you do
STOP SLAVE,
this will not return until an update is issued on the master.
Bug is not in 3.23.54

How to repeat:
see above. Tested on XP with Windows master and slave.

Suggested fix:
I have identified a change in the STOP SLAVE code between 3.23 & 4.0.
I'm debugging it.
