Description:
When the MySQL Installer invoked MySQL Instance Configuration Wizards gets to the point of setting up the my.ini configuration file, it fails in creating this. The error is that when it looks for a template, it looks in the bin directory of the installation, instead of in the root directory. The error message is this (in a default config):
The template configuration file cannot be found at C:\Program Files\MySQL\MySQL Cluster 5.5\bin\my-template.cnf

How to repeat:
Install MySQL Cluster on Windows using the MSI installer. Let the installer run and then let the MySQL Instance Configuration Wizard run. Do a detailed configuration and accept the defaults. The thing will fail at the "Write configuration file" step.

Verified as described.  Also noted that it was looking in bin directory for "my-template.cnf", when "my-template.ini" was found in the basedir.
