Description:
The Workbench dashboard starts immediately after first install, but when trying to restrart it from the entry in the START menu it gives the 'Unexpected Error' box with the message 
Acces to the path 'C:\Program files (x86)\MySQL\MySQL Workbench CE 5.2.35\db_utils.pyc' is denied

How to repeat:
I installed the Windows MySQL 'all in one' package. It ended with the dashboard appearing. If this is closed and then an attempt to restart it is made, then the above error occurs.
