Same situation with 5.5.12 and 5.5.13.

I would like to add a "me too" to this bug/complaint. The installation packages for Windows do not match the documentation. What appears, by name according to the MySQL 5.5.28 documentation, to be "The Complete Package", is actually the "MySQL Installer" or what used to be called "MySQL Essentials". This is confusing at best and more like misleading. Where are the release notes that explain or at least document the change in packaging? Finally, why isn't there a link to the install documentation or at least a hint at what's actually inside the installers on the downloads page.

Closing this, since Windows packaging and documentation has been completely revised over the past few years.
