Description:
This is a suggestion to visually indicate (on Monitor and What's New? pages) when an Open Support Issue is stale. E.g., have a column labeled 'Last Update' and make it gray if it's suspiciously old.

How to repeat:
- see the Monitor and What's New? pages on the dashboard
- notice there is no way to tell from the list of Open Support Issues is any are stale

  EM-4652: show issues panel if either poller is available or has problems.  EM-4609: If a poller is disabled, don't include its issues in lists.

If the Support Portal or Service Request/MOS poller is retired, its issues are removed from the system.

If the Support Portal or MOS poller is disabled, it's issues are not displayed.

A note has been added to the 2.3.0 changelog: 

        The list of active support issues on the <guilabel>What's                                                                                          
        New</guilabel> page has been updated to not show issues that                                                                                       
        are stale, and to not show issues if you have disabled the                                                                                         
        support issue checks.
