Removed the Test Filter plugin from the menu. It didn't belong there.

fix confirmed in repository. the test filter dialog or "filter debugger" can be activated from within server instance management dialog on the "system Profile" tab, sub-tab "Server Stats"

An entry has been added to the 5.2.21 changelog: Selecting Plugins, Utilities, Test filters caused MySQL Workbench to generate an unexpected error: Error calling WbAdmin.openFilterDebugger The Filters Debugger facility can now be accessed in the Manage Server Instances dialog. It is located on the Server Stats sub-tab of the Server Profile tab.
