Description:
Attempted online upgrade from 6.3 or 7.0 to a 7.1 release fails as the first upgraded Ndbd node rejects the existing nodes as incompatible versions.

This will not result in Cluster failure, but will mean that rolling upgrade to current versions of 7.1 is not possible.

How to repeat:
Attempt online rolling upgrade from 6.3.X or 7.0.Y to 7.1.Z.

Suggested fix:
Modify 7.1 to accept joining Clusters at lower versions.
