Description:
The Docs/INSTALL-BINARY file included in Windows packages contains the Unix-only instructions, and nothing about Windows.

How to repeat:
# For example
unzip mysql-classic-noinstall-5.1.40-win32.zip
notepad mysql*\Docs\INSTALL-BINARY

Suggested fix:
Include the "Installing MySQL on Windows" instructions instead of the "Installing MySQL from Generic Binaries on Unix/Linux" instructions.
