Description:
We show the "configure query analysis" option on ManageServers regardless of subscription level.  ilver does not have access to quan, so when the quan config popup goes to request it's initialization data, a struts-level request filter gets in the way, fails the ACL check/request, and returns a generic HTML stack-trace/error page, which the popup-response-receipt code interprets as an unhandled error message, and shoves it the big javascript alert dialog box.

We shouldn't display a sensitive "configure quan" button if the user can't make use of it, and it's going to cause an error.

An entry has been added to the 2.1.0 changelog:

In the Enterprise Dashboard, on the Settings, Manage Servers page, the menu item Configure Query Analyzer generated an unhandled error message if clicked when using the Silver level subscription. Query Analyzer is not available at this subscription level, and the menu option to configure the analyzer should not be shown on this page.
