This is fixed since at least 5.5.5. The new CMake/PB2 infrastructure enables stricter RPM builds, ensuring that there are no unpackaged or missing files from the RPMs.

Noted in 5.5.5 changelog. Manual pages for a few little-used programs were missing from RPM packages.
