Description:
When down grading license of MEM, I applied a license key and a jar file.
But items cannot be used still remain on the UI.
And I cannot delete default rules.

MEM should delete items not contained the license when down grading a license of MEM.

How to repeat:
(1) Apply trial key (same as platinum)
(2) After (1), Apply a gold key and gold advisary.
(3) Items of Platinum(Schema advisor(14), Performance advisor(19)) still remain on the UI.

When down grading a license of MEM, MEM should delete(or gray out) items not contained the license.

Tested with advisor bundles and service manager build 2.2.0.1507.

The license downgrade removes graphs and advisor rules. 
From Platinum to Gold, there is 1 rule in the Schema advisor still not removed (the fix has been checked-in already). The 3 rules below are also left w/o translated names:

An entry has been added to the 2.2.0 changelog:

        When the license for MySQL Enterprise Monitor was downgraded, for example from
        Platimun to Gold, items that should have no longer been
        available were present in the Dashboard.
