Description:
Events use a GMT timestamp for the event time within the email notifications. It would be
nice to give the option, or otherwise just use, the server's locale, instead of GMT.

How to repeat:
o Generate an event on a server in a US timezone
o Check the time of the event in the email that is sent

Suggested fix:
Use the server's locale, or allow the timezone locale to be settable globally and use
this.

No user is "active" when an event fires, so we'll show the server's locale plus GMT
(unless they're the same)

- fixed to match 1.3.x branch emails which display both server and GMT timestamps
- fixed in trunk (2.1) and 2.0.x maintenance branche

An entry has been added to the 2.0.6 and 2.1.0 changelogs:

Events used a GMT timestamp for the event time within email notifications, rather than
the local time for the server generating the event.

MySQL Enterprise Monitor has been changed so that it displays the time using the server's
locale and GMT.
