Bug #42422 Incorrect handling of node-failure before all nodes connected

Description:
testcase

4 node
1) stop node X
2) start node X, prevent node X to connect to a node Y (not president)
3) restart node X

crash when node X connect to Y

How to repeat:
see above

Suggested fix:
make sure all states are cleared at 2)
even if node has not managed to connect to all other nodes

A patch for this bug has been committed. After review, it may
be pushed to the relevant source trees for release in the next

Documented bugfix in the NDB-6.2.17, 6.3.22, and 6.4.3 changelogs as follows:
