testcase

4 node
1) stop node X
2) start node X, prevent node X to connect to a node Y (not president)
3) restart node X

crash when node X connect to Y

How to repeat:
see above

Suggested fix:
make sure all states are cleared at 2)
even if node has not managed to connect to all other nodes
