Description:
with the introduction of parallel node recovery in 6.3
it broken upgrade compability with 6.2

How to repeat:
run new testprg

re 6.3.20, tag was incorrect in tree...don't know if it really made it into 6.3.20

Documented in the NDB-6.3.21 changelog as follows:

        It was not possible to perform online upgrades from a MySQL 
        Cluster NDB 6.2 release to MySQL Cluster NDB 6.3.8 or a later 
        MySQL Cluster NDB 6.3 release.
