Description:
allowing heat chart rules to be unscheduled can make the user interface look completely
broken.  it has been requested by support that we disallow unscheduling of these product
critical rules.

See BUG#31488 which was specific to editing the rule and giving an expression that didn't
work for the impetous for this more precise bug report.

How to repeat:
unschedule any of the heat chart rules, specifically the agent down rule

Suggested fix:
disallow the unscheduling of the heat chart rules

Allowing the heat chart rules to be set to unscheduled caused the user interface to
appear broken.
