Description:
notice fader displays English text after you changed the locale to Japanese

How to repeat:
change the locale on the user preferences page

Suggested fix:
clear the locale on success and display the message in the proper language

fixed in 2.0, need to back port patch to 1.3.3

turns out this was a 2.0 issue only

The notice fader continued to display English text after you changed the locale to
Japanese.
