Bug #38189 innodb_stats_on_metadata missing

Description:
The innodb_stats_on_metadata variable was introduced in 5.1.17. It seems to be missing within 5.1.28:

mysql> show global variables like 'innodb_stats%';
Empty set (0.00 sec)

mysql> select version();
+--------------+
| version()    |
+--------------+
| 5.1.28-debug | 
+--------------+
1 row in set (0.00 sec)

This appears to be a regression within the 5.1 range. 

How to repeat:
show global variables like 'innodb_stats_on_metadata';

Suggested fix:
Re-add this variable - it seems to have been missed in an interim re-working commit from the InnoDB developers

Mark, what happened is that the variable innodb_stats_on_metadata was mistakenly converted to a command-line-only variable that does not show in SHOW VARIABLES.

I have now changed it to be "visible" in SHOW VARIABLES and also to be settable at runtime.

This will be fixed in 5.1.32 and 6.0.10.

Noted in 5.1.32, 6.0.10 changelogs.

The innodb_stats_on_metadata system variable was not displayed by
SHOW VARIABLES and was not settable at runtime.
