Description:
Having more than 1 project, user with no privileges to access a project searches for an issue from another project, the wrong message:

Error: The issue #N could not be found.

How to repeat:
-Create 2 projects A and B
-Associate user to project A
-Create issues in project B
-Logged with user search for issue ID in project B

Suggested fix:
Change message to: "User has no permissions to this issue" or similar
