Description:
There is a "rename" link next to the Upgrade category on the Manage Rules page which has "Rename server.advisor.category.Upgrade" as the title of the popup and "server.advisor.category.Upgrade" as the Advisor Name in the Rename Advisor popup.

How to repeat:
- install and run dashboard
- get latest 1.3 rules (8976) from network with credentials
- Advisors tab - Manage Rules page
| should see "rename" link next to the Upgrade category
- click on link

Adding the upgrade advisor key to the certified rule list. Note that there's probably a better way to determine if a category/advisor is certified but that goes beyond the scope of this bug and would require some advisor bundle updates as well...

There is NO "rename" link next to the Upgrade category on the Manage Rules page.
