Description:
The files necessary for NDB storage engine (bin/ndbd, bin/ndb_*) are missing in the binary tarballs, at least within

mysql-5.1.24-rc-linux-x86_64-icc-glibc23.tar.gz and
mysql-5.1.24-rc-linux-x86_64-glibc23.tar.gz

So there's no way to install MySQL Cluster only from tar.gz file now.

How to repeat:
Following command shows that ndb files are missing withing tgz:

tar tzvf mysql-5.1.24-rc-linux-x86_64-glibc23.tar.gz | grep 'bin/ndb'

Suggested fix:
Re-package the 5.1.24-rc including NDB and re-publish as 5.1.24-rc2

This is intentional.

We will not support MySQL Cluster in MySQL 5.1. There will be a separate MySQL Cluster product based on MySQL 5.1, and much more advanced ndb source than MySQL 5.1 contains by default.

Community binaries for this are just around the corner, too.
