I have confirmed this same bug on XP (SP2). It is because my machine was set to use large font 120 DPI display settings. As soon as I switched it back to 96 DPI, it stopped shaking. The text labels for the checkboxes in the foreign key editor also now fit on the screen

A note has been added to the 5.15 changelog: When editing a model, the windows and toolbars would realign themselves during selection. This was related to the configured font sizer the DPI setting of the monitor, causing the application to redraw the windows to account for the configuration combination.
