Bug #33627 bad refresh model navigator on layers move

Description:
When moving more than one layer, only the first's position is refreshed on the "Model Navigator".

How to repeat:
create 2 new layers
change their color attribute to "#000000"
select the 2 layers
move them by dragging the first
you must select the second layer to refresh it's position on the model navigator

first step:
2 selected layers on top right

second step:
2 selected layers moved on bottom left (no "model navigator" refresh)

third step:
unselect layers: refresh on the layer that have been dragged

fourth step:
select second layer: refresh

When moving more than layer in Model Navigator, only the first layer's position would be reflected correctly in the output
