Description:
Month names in the date picker are not internationalized.

How to repeat:
Set locale to japanese and note that the date picker has month titles like "Jun", "Jul", etc.

Suggested fix:
Create the month name array in the javascript constants jsp and retrieve the short month names from a properties file.

R8424 - Committed with provided translations. No translations were provided for the days of the week but the entries are in the properties file.

r5925 - committed to 2.0. Note that this included an update of the japanese properties to the current 1.3 version. Since the properties were not kept up to date with the default, this was the easiest solution and the resources.properties file will be brought up to date with the japanese properties as 1.3 bugs are fixed in 2.0.

There may be further changes necessary for the ja files but this will be requested at the end of the 1.3 port process.
