Description:
When saving outgoing email settings, a small popup flashes in the top left corner of the screen.  It is too fast for me to read and I could not capture a screen shot of it.  The popup appears to be the same size as the normal fading popup that appears just seconds later in the top right corner that says the email settings have been saved correctly.  

How to repeat:
Go to the settings tab and enter or reenter outgoing email settings.  Click save and watch the top left corner of the dashboard.

Artifact of calculating first-time placement of popup; especially apparent if browser is slow. Solution: probably tinker with transparency at some point (time permitting)

I'm also seeing this in 1.3.0.8793 when I change the server locale on the settings tab.

Noted in 2.0 changelog.

Flashing display of a popup used while saving outgoing email settings
was caused by problematic initial placement calculations.
