Description:
The first time setup check to test if a bundle is installed is broken.

How to repeat:
Run first time setup. Due to the fact that the basic Advisor rules are pre-imported the check for a bundle being installed always returns true. I have no idea how this ever worked - possibly the server didn't report the basic bundle information properly.

Suggested fix:
If we are really in a first time setup scenario and the user is importing a key from the file system then just show the prompt or check to see if the basic bundle is installed and show the prompt.

Per <josh>: "the bug was that the input box did not appear on the setup page, i.e., you COULDN'T import the jar."

An entry was added to the 1.3 and 2.0 changelogs:

When the First Time Setup program was run it did not prompt the user to allow importing an Advisor bundle.
