mysqldump --compact --routines restores from @OLD_SQL_MODE w/o ever setting it

How to repeat:
CREATE PROCEDURE p1() SELECT 'HELLO';

$ mysqldump --compact --routines test

DELIMITER ;;
/*!50003 SET SESSION SQL_MODE=""*/;;
/*!50003 CREATE*/ /*!50020 DEFINER=`root`@`localhost`*/ /*!50003 PROCEDURE `p1`()
SELECT 'HELLO' */;;
/*!50003 SET SESSION SQL_MODE=@OLD_SQL_MODE*/;;
DELIMITER ;

Suggested fix:
Achieve symmetry by not restoring the undefined OLD_SQL_MODE, or perhaps preferably, by setting it properly.

There is new similar bug #29788 which is repatable with current BK sources.
