Editing and removing of comments are both never going to happen. What we could do is add a 'hidden' flag for comments so that the contents of those comments are hidden on initial page view, but easily available to be viewed with some user action.

Jim, that would be fine. The next person who comes along will see only the unhidden comments, but if they wish to view the others - they can click expand. Whether the expanded flag sticks or not should be up to what access rights the user has?
