Description:
The "Creating an Option File" documentation page at http://dev.mysql.com/doc/refman/5.1/en/windows-create-option-file.html  makes reference to the following:

You can also make use of the example option files included with your MySQL distribution. Look in your install directory for files such as my-small.cnf, my-medium.cnf, my-large.cnf, and my-huge.cnf, which you can rename and copy to the appropriate location for use as a base configuration file.

Using the latest 5.1.11-beta windows installation I could not find this files in the distribution.

Suggested fix:
Change my-small.cnf, my-medium.cnf, my-large.cnf, and my-huge.cnf to
my-small.ini, my-medium.ini, my-large.ini, and my-huge.ini  in the documentation
