Description:
MySQL 8.4.13 Community Edition is not available through the Yum repo for RHEL 8 (both aarch64 and x86_64) and RHEL 9 x86_64. It does appear to be available for RHEL 10 and for RHEL 9 aarch64.

How to repeat:
Go to https://repo.mysql.com/yum/mysql-8.4-community/el/9/x86_64/, https://repo.mysql.com/yum/mysql-8.4-community/el/8/aarch64/, or https://repo.mysql.com/yum/mysql-8.4-community/el/8/x86_64/. Observe that there are packages for 8.4.11 such as https://repo.mysql.com/yum/mysql-8.4-community/el/8/x86_64/mysql-community-client-8.4.11-1... but none for 8.4.13.

(8.4.12 is also missing, but I assume that is intended, since it was a Docker-specific update.)
