This also occurs when you synchronize from model or reverse engineer after creating the a new model. Note: if you modify the model in anyway, generate Catalogue Diff succeeds with no crash.

After modifying the model, I recreated it manually and made it match the schema. The also made the generate Catalog Diff Report crash. So it seems that as long as the model matches the schema exactly generate Catalog Diff Report crashes.
