Description:
When taking a backup of a cluster with NoOfReplicas=1 the meta data of the backup is
corrupted

How to repeat:
Start a cluster with only 1 data node

Load the world database into the cluster

Take a backup of the data

Do an initial start of the cluster

Try to restore the meta data from the backup

I tested on latest bk source and failed to reproduce.
