Description:
If you stop and restart MySQL instance while Performance Dashboard is running, the Management->Performance->Dashboard 'came up' with graph values < 0

How to repeat:
In the MySQL Workbench U.I.
a) Start the MANAGEMENT->Performance->Dashboard while the MySQL instance is running
b) Stop and restart the instance by  INTANCE -> Startup / Shutdown 
c) Return to MANAGEMENT->Performance->Dashboard

Result:
The graphs are showing values < 0

Fixed as of the upcoming MySQL Workbench 6.3.9 release, and here's the changelog entry:

Graphs in the performance dashboard reported negative values when the
server instance was stopped and restarted during the analysis.
