Description:
Can not build MySQLClient solution in VS2008 on R2 box. Targets for Microsoft.CSharp and System.Web.ApplicationServices are missing and Properties for both show PATH as empty.

How to repeat:
Try building the solution.

Suggested fix:
Make note of what's required to be installed for c/NET trunk solution to build.

Unable to reproduce this.  Built out new VS2008 VM and trunk builds fine.
