Indeed, there is no online manual in recent 5.1.x on Windows, while we still have it in 5.0.x. I miss the reason clearly documented in the changelog of 5.1.30 and newer version, so I consider this a regression bug.

The CHM (Windows help file) format documentation was discontinued around 5.1.30, and it was not replaced in the 5.1 Server packages by any other format. The Windows Installer packages for 5.5 and 5.6 come with the Reference Manual in PDF format. For 5.1 documentation, please refer to the online version here: http://dev.mysql.com/doc/refman/5.1/en/
