Description:
MEM server no longer sends up/down SNMP trap.  This is a feature regression.

How to repeat:
Configure SNMP traps and start/stop MEM server.

Suggested fix:
Put the hooks back in... the code to send the up/down trap is still in the product but unused.

Verified fixed in service manager build 2.0.0.7122.

This regression has been fixed and QA has blessed it.
