Description:
Alerts fire after a blackout period based on data collections that happened during the blackout.

How to repeat:
Blackout a server, perform an operation that changes the state of a rule, then remove the blackout.  The customer was seeing "Excessive Disk Temporary Table Usage Detected" alarm about 10 minutes after running a backup.

Suggested fix:
I think we need to reset the data collection values when the blackout period is lifted to make sure no data collections during the blackout period are used for evaluation.  We need to be careful about rules that require a warm up period.
