Verified fixed in bld 1.3.1.9081. Did an update from 1.2.0.7879 to 1.3.1.9081 and the rules were translated.

An entry has been added to the 1.3 changelog: After updating from a previous version to the latest 1.3 version, the Query Cache Has Sub-Optimal Hit Rate was still displayed in English after setting the locale to Japanese. Note, the rule was translated correctly if the full installer was used.
