Description:
After updating from a previous version (ie 1.2.0.7879) to the latest 1.3 version (1.3.0.8957), the "Query Cache Has Sub-Optimal Hit Rate" is still in English when setting the locale to Japanese. Note, the rule is translated correctly if using the full installer.

How to repeat:
- install 1.2.0.7879 monitor and agent
- start agent and login to dashboard with test_platinum credentials
- use update installer to update both to 1.3.0.8957
- start agent and dashboard
- in update login screen in dashboard, click "complete update" button
- login to dashboard
| server will import 8944 bundle version
- create new "japan" user
- log out and log back in with "japan" user
- give japanese locale (second from bottom) when prompted
- Advisors tab, Current Advisors page, expand Heat Chart rules
| should see "Query Cache Has Sub-Optimal Hit Rate" as only rule not translated
- Advisors tab, Check for Updates page, import 8960 advisor bundle
- Advisors tab, Current Advisors page, expand Heat Chart rules
| should still see "Query Cache Has Sub-Optimal Hit Rate" as only rule not translated

All Heat Chart rules are translated.

Just realized this bug needs to be tested with 1.3.0.8957. (In progress)

Verified fixed in bld 1.3.1.9081. Did an update from 1.2.0.7879 to 1.3.1.9081 and the rules were translated.

An entry has been added to the 1.3 changelog:

After updating from a previous version to the latest 1.3 version, the Query Cache Has Sub-Optimal Hit Rate was still displayed in English after setting the locale to Japanese. Note, the rule was translated correctly if the full installer was used.
