Description:
ndb-wait-connected only waits for partial connect
- and then 3 seconds for full connect
- this can cause issues for setup of binlog creation

Documented bugfix in the 5.1.23-ndb-6.2.14 changelog as follows:

        The --ndb-wait-connected option caused the server to wait for a partial
        connection plus an additional 3 seconds for a complete connection to the
        cluster.

Left in PQ status pending further merges.

problems with binlog setup mentioned in developer comments.
