Looks like double UTF-8 encoding from looking at the page source, the page is transfered with UTF-8 content settings just fine but the non-ASCII characters are taking 4 bytes in the page source, not the expected 2. So at some point latin1->utf8 encoding seems to have been applied to something that was already utf8 encoded in the first place
