Description:
when creating a SQL-Script by exporting the actual model which has users defined, the "create" commands for the users are missing and therefore the users aren't created

How to repeat:
- open/create document with at least one user
- select file->export->Forward Engineer SQL CREATE Script
- go with all defaults (so that the "don't create users..."-option remains unchecked)
- enter a filename, click "next" and then "finish"

in the resulting script the CREATE USER part is missing
