Description:
The first time setup check to test if a bundle is installed is broken.  

How to repeat:
Run first time setup.  Due to the fact that the basic Advisor rules are pre-imported the check for a bundle being installed always returns true.  I have no idea how this ever worked - possibly the server didn't report the basic bundle information properly.

Suggested fix:
If we are really in a first time setup scenario and the user is importing a key from the file system then just show the prompt or check to see if the basic bundle is installed and show the prompt.

When the First Time Setup program was run it did not prompt the user to allow importing an Advisor bundle.
