Description:
1) have master not send any LCP_FRAG_ORD to himself
2) let LCP be complete (except for 1)
3) kill master

How to repeat:
1) have master not send any LCP_FRAG_ORD to himself

A patch for this bug has been committed. After review, it may
be pushed to the relevant source trees for release in the next
