Description:
First Run popup defaults to English rather than browser set locale

How to repeat:
 1. Delete your user prefs around locale
 2. Set your user's first run flag to true
 3. Set your locale to some language other than english
 4. Restart tomcat
 5. Go to the monitor page
 6. Note that the dropdown for locale auto-picks English

Suggested fix:
Get the default Locale from struts which does auto-magic to get browser locale.

r8154 - checks against user locale which should pick up intelligent default.
