a merge error removed the part of the code that makes sure we don't get heartbeat failures during high load. now checking which releases are affected...

A patch for this bug has been committed. After review, it may be pushed to the relevant source trees for release in the next version. fixed in 5.1.20 bug _only_ occured in 5.1.19 and telco 6.1.9
