Description:
The manual says mysql_upgrade is available as a C program and should be run with every major upgrade, but the .exe is not in bin, so the manual is telling win users doing a major upgrade to download win src and compile their own mysql_upgrade.

Suggested fix:
A build of mysql_upgrade.exe should be included with the binary distribution.

Till then, the manual should simply point users to mysqlcheck --check-upgrade.
