Description:

When sytem restart is performed (2 replicas), and one of the starting nodes are found to have too old data on disk; only one of the nodes will start,  the other node will then copy the data from started node.

If theis copy now fails for some reason, arbitration kick in, and will case the system restart to fail, although this should not be necessary... the first node has started ok...
