Description:
Update all client binaries to search ../my.ini before checking any other locations.

This includes the server binaries and client binaries including mysqldump, mysqladmin, anything that reads the configuration files.

A patch for this bug has been committed. After review, it may
be pushed to the relevant source trees for release in the next
version. You can access the patch from:
